Bevil Wooding is the Chief Knowledge Officer of Congress WBN, and an Internet Strategist with Packet Clearing House,〔http://www.pch.net/about/people.php〕 a US-based nonprofit technology research firm. He has designed, developed, and implemented ICT solutions for Governments, Private Sector and Non-Profit organizations in the Caribbean and around the world.
